Our Genl Sec. Com.C.Singh's Letter

VOTE FOR NFTE
Dear Comrades,
The BSNL’s own rules for recognition of unions, introduced from 26-12-2012, is bound to bring a
radical change in the Industrial culture of the entity. The rules provide provision for recognition of more than
one union. It also provides a separate rule for representation of unions in the councils functioning at three
tiers i.e. National, Circle and Local on proportionate basis. This has been persistent demand of NFTE which
was accepted by the management. The alliance partners and fraternal unions played a very major and
positive role to achieve all these.
The National Executive of NFTE met at Ongole (Andhra) on 4th/5th February, 2013 and got ready to
face the confronting challenges and readied itself to discharge its onerous responsibilities. The Circle/District
Units have started campaign and central leaders are moving in the circles. The NFTE will strive hard sincerely
to regain the fullest confidence of the masses to restore the past glory of mother organization (NFTE) which
has a very long and chequered history.

The NFTE HQr call upon the employees to rise to the occasion and Vote NFTE BSNL and assure them
that the promises and commitments made will be achieved and fulfilled. The prime task before us is to
increase the revenue of BSNL and the entity be saved from financial sickness. The evil designs of Department
of Public Enterprise (BRPSE) have to be fought and defeated. The employees have to be fully assured that
their claims like GPF etc. would be settled in time. The fear of uncertainty can be faced and overcome d by
instilling new hope and using available material assets and human resources.

The NFTE will act as watch dog to check financial misuse and irregularities. The acts of corruption will
be firmly handled. The NFTE is fully committed to settle 12-6-2012 agreement on 78.2% IDA fixation benefit
child care leave settled ending discrimination between central and BSNL women employees. The demand of
women employees in BSNL for one day special casual leave every month would be persued with full vigour
and zeal.

The SC/ST staff be extended one year concession and relaxation in NEPP up-gradation and all back log
vacancies be filled up through special drive. The discriminations in NEPP have to go. The BSNL secured
Excellent Grade for year 2011-12 from the DPE but the employees could not get even minimum bonus
because of BSNLEU’s profit linked Bonus formula. Even the facilities viz Medical Allowance, LTC etc. secured
during NFTE’s regime have been withdrawn but these have to be restored.

The name of NFTE is synchronized with the pension and we will continue to glow that symbol. The
dilutions done on pension orders from 2006 onwards will be fought back. Not only this the procedure and
rules for BSNL recruits for pension and terminal benefits as per 12th June, 2012 agreement have to be
evolved. The new technologies have come and staff is to know these besides business tactics. The cadres
have to restructured and re-designated. The skill up-gradation as per NTP, 2012 has to be done. The NFTE
would consider all these and work hard to achieve them besides ensuring holding of all departmental
examinations every year.

The DoT has floated a new entity “Bharat Broadband Limited” for broadband and leased line services.
There will be disastrous effects on the BSNL. This has to be resisted with full force at our command.
Comrades/Colleagues the tasks before us are difficult but not impossible. The responsibilities are heavy but
the NFTE is ready to shoulder with full dedication. Keep in mind to go together and with one voice. This will
help us in regaining confidence of workers and in restoring the past glory of NFTE as well as its tradition of
giving light to the future. The NFTE is determined to evolve a new policy for compassionate ground
appointment to wipe out tears from the eyes of deceased employees families.

March a head, March ahead and do not rest till the target is achieved.

With warmest and fraternal greeting,

(Chandeshwar Singh)

General Secretary

For and on behalf of NFTE BSNL HQR & Convener BWA,
